Right to Care Zambia (RTCZ) has provided public health service delivery and technical assistance in partnership with the Ministry of Health since 2016. Its work includes HIV/AIDS, maternal and child health, epidemic response, malaria and TB, public health research, social behaviour change, laboratory services, pharmaceutical supply chains and non-communicable diseases.

Position: Import & Logistics Officer

Reporting to: Senior Technical Specialist – Sustainability and Transition PSCSS

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Degree in Logistics, Supply Chain Management, Customs Management or a related field.
• At least five years’ experience in importation and customs clearance.
• Knowledge of Zambian import regulations and customs procedures.
• Experience with ZAMRA and ZAMMSA operations.

DESIRABLE QUALIFICATIONS AND EXPERIENCE
• Customs-clearance/import-management certification.
• Diploma in a related field with extensive experience.
• Experience with health-commodity importation, tax-waiver processing and vendor-managed delivery systems.

KEY PERFORMANCE AREAS
Importation support
• Support ZAMRA permit processing and regulatory compliance for timely imports.
• Manage complete, timely tax-waiver documentation.
• Coordinate shipment clearance with authorities, clearing agents and logistics providers.
• Conduct pre-arrival planning for efficient clearance.
• Monitor and report possible/actual demurrage charges for corrective action and cost control.

Regulatory compliance
• Comply with import regulations, customs requirements and regulatory standards.
• Coordinate approvals and clearances with ZAMRA and other authorities.
• Maintain accurate, complete import records for tracking, reporting and audits.
• Track regulatory changes and communicate relevant updates.

Capacity building
• Mentor supply-chain staff through coaching, on-the-job training and knowledge sharing.
• Use “I Do, We Do, You Do” for practical learning and skills transfer.
• Ensure effective step-down of systems, processes and competencies to GRZ structures.

Vendor and reagent coordination
• Support vendor-managed logistics for commodity availability.
• Support reagent-rental coordination for timely supply, equipment availability and service delivery.
• Resolve logistics issues with suppliers/vendors and fulfil requirements on time.
• Track vendor performance and contractual/service-level compliance.

Coordination
• Work with ZAMRA, ZAMMSA, MOH and stakeholders on efficient imports/logistics.
• Participate in meetings and technical discussions on imports, shipments and regulations.
• Support effective stakeholder communication to resolve import/clearance issues.
• Coordinate documents, approvals, customs processes and follow-up for timely clearance.
