About the Role:
Manager National Petroleum Stock Management System Jobs in Lusaka Reporting to the Senior Manager – Fuel Marking and Monitoring, the successful candidate will be responsible for overseeing the entire lifecycle of the NPSMS.
This includes its development, implementation, administration, and continuous enhancement to provide real-time visibility and reporting on fuel stock positions, movements, and compliance activities across the nation. Key Responsibilities Lead the design, deployment, and ongoing improvement of the National Petroleum Stock Management System.
Manage real-time monitoring and reporting of fuel stock levels, receipts, dispatches, and petroleum-product movements. Supervise verification, validation, and reconciliation of fuel stock data to ensure accuracy and reliability.
Develop and maintain comprehensive datasets, dashboards, and management reports to support decision-making. Implement and enforce data governance policies, quality assurance protocols, access controls, and system security measures.
Coordinate system integration with internal ERB platforms and external stakeholders’ systems. Oversee system requirements gathering, testing, deployment, upgrades, change management, and incident resolution.
Provide leadership and support to the Stock Monitoring Officer. Engage with petroleum licensees, terminals, depots, transporters, government institutions, and other relevant stakeholders.
Prepare operational plans, budgets, performance reports, and risk mitigation strategies. Minimum Qualifications and Experience Full Grade 12 Certificate with at least five credits or equivalent qualification.
Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Data Science, Software Engineering, Project Management, or a related discipline. A relevant Master’s Degree will be considered an advantage.
At least five years of relevant post-qualification experience, including a minimum of two years in a supervisory or managerial role. Proven experience working with enterprise information systems, databases, dashboards, or real-time monitoring platforms.
Professional certifications in project management, database management, systems analysis, information security, data management, or IT service management are advantageous. All qualifications must be verified by the Zambia Qualifications Authority (ZAQA).
Required Attributes Demonstrated leadership, planning, supervision, and performance management capabilities. Strong expertise in enterprise systems, data integration, and dashboard development.
Excellent skills in data analysis, validation, reconciliation, and problem solving. Comprehensive knowledge of information security, access control, data governance, and business continuity planning.
Familiarity with Quality Management Systems and ISO 9001 standards. Proficient in project, vendor, contract, and change management.
Outstanding stakeholder engagement and communication skills. High level of integrity, confidentiality, and meticulous attention to detail.
Proficiency in Microsoft Office and relevant data management and reporting tools. Willingness to travel extensively and work beyond normal hours when required.
