Overall Responsibility
The Strategic Information Advisor will provide centralized oversight and coordination of SI/M&E activities across the assigned programme area, develop and maintain M&E systems and reporting tools, conduct performance analysis and data-quality assessments, ensure quality reporting, provide technical assistance and capacity building, and supervise assigned SI staff.
Qualifications and Experience
Minimum Required Qualifications and Experience
Tertiary qualification in public health, social sciences, statistics, demography, behavioural sciences or a related field.
Formal training in Monitoring & Evaluation.
Minimum of five (5) years’ experience in Monitoring & Evaluation, including on donor-funded programmes.
Proven experience writing baseline, annual and final M&E reports documenting targets, accomplishments and reasons for deviations.
Experience leading data-quality assessments and independent verification.
Experience providing M&E technical assistance and mentorship to teams and government counterparts.
Desirable Qualifications and Experience
Master’s degree in public health, Statistics, Social Sciences or a related field.
Experience with programme data systems including SmartCare Pro, DHIS2 and eLMIS, among others.
Experience with analytics and data-visualization platforms (e.g. Power BI).
Experience managing an M&E team.
Experience with programme data systems including QAT, DTT and ePOD, among others.

M&E System
Provide centralized oversight and coordination of SI/M&E activities across the assigned programme area.
Develop and maintain the M&E system, tools and reporting templates in line with donor and MOH requirements.
Stay informed of best M&E practices and MOH/donor reporting requirements.
Support timely, accurate reporting through MOH-owned systems (SmartCare Pro, DHIS2) and other programme data systems (e.g., eLMIS).
Performance Analysis & Data Use
Conduct analysis of performance against set targets, including supply-chain performance among other programme areas.
Use monitoring tools and government-owned data systems (e.g., eLMIS, SmartCare Pro, QAT, DTT, ePOD), among others, to identify issues and their primary drivers.
Maintain a dashboard of achievement against targets for joint MOH–RTCZ review.
Promote data use through dashboards and analytics platforms (e.g. Power BI) and disseminate reports to stakeholders.
Data Quality & Verification
Coordinate and lead annual data-quality assessments (DQA), including end-use verification where applicable, in partnership with the MOH.
Coordinate verification and consolidation of data for milestone evidence.
Design and conduct data-quality audits and follow up on implementation of audit recommendations.
Reporting & Quality Assurance
Ensure routine technical reports (monthly situational reports, quarterly and annual reports) are of high quality and submitted on time.
Verify reports prior to submission and ensure data-quality issues are resolved within deadlines.
Compile and review programme reports and quarterly performance overviews.
Technical Assistance & Capacity Building
Actively mentor MOH SI staff to strengthen local capacity in data management, interpretation and use, building toward MOH-led reporting and independent submission.
Design and deliver M&E training sessions; facilitate access to M&E training.
Progressively transfer M&E functions to government counterparts as capacity is verified.
Management & Coordination
Supervise assigned SI staff (including Provincial SI Coordinators): approve work plans, monitor performance and support professional development.
Coordinate with technical teams, MOH and partners to align efforts and eliminate duplication.
